The Executive Branch has created the Interinstitutional Committee for International Taxation (COINFIN) to study, analyse, advise on and monitor bilateral and multilateral tax treaties.
Under Governmental Agreement No. 138-2026, the Committee comprises the Ministries of Public Finance, Foreign Affairs and Economy, and is chaired by the Ministry of Public Finance.
COINFIN will propose negotiation strategies and guidelines, review treaty proposals, and respond to international tax inquiries. The Agreement took effect on 22 August 2026.
